Two ways to make text small

Small Caps replaces lower-case letters with capitals the height of a lower-case letter: ꜱᴍᴀʟʟ ᴄᴀᴘꜱ. Capital letters you type stay as they are, which gives a classic book look. Tiny raises every letter to superscript, like a footnote: ᵗⁱⁿʸ.

Not every letter has a small version

Unicode has no small capital Q and no superscript q, so both styles use the closest look-alike. Letters from other alphabets stay plain. Small text is also harder to read, so use it for short words and decoration.

Questions

Why do capital letters stay big in Small Caps?
